Second generation iPhone for $249 in September?

A Taiwan newspaper is stating parts have been ordered for a second generation iPhone from Taiwan company Wintek. The report claims that Wintek has already begun test production in small volumes with Apple intent on selling their newest model of the iPhone in September for somewhere between $249 and $299. Of course, the article does not say where the new iPhone model will be sold, could be for overseas markets?
